Pennsylvania Law Enforcement – Harrisburg, PA
On 6-21-23, PA Chiefs Executive Board members Chief Michael Vogel, Allegheny County Housing Authority, Chief David Splain, Nether Providence Police Department and Chief Patrick Molloy, Abington Township Police Department testified before the PA Senate Majority Policy Committee on crime trends, and issues facing law enforcement. This past week a friend and true American patriot passed away at the age of 100. Roland was one of a kind and a huge supporter of the law enforcement community. Roland will be missed by many. They don’t make people like him any longer. Such an inspiration!

Relatives and friends are invited to his viewing on Tuesday, May 23, 2023, from 5-8 PM and again on Wednesday, May 24, 2023, from 9:15 – 10:15 AM at Our Lady of Calvary Church, 11024 Knights Rd. Philadelphia PA 19154. A Funeral Mass celebrated by Msgr. Michael Mannion will begin at 10:30AM. The Rite of Committal will take place at Washington Crossing National Cemetery.

Roland Scarinci, age 100, of Philadelphia, passed away surrounded by his family on May 9, 2023. Roland was born and raised in Philadelphia. On December 14, 1942, with the permission of his mother, he enlisted in the Marine Corps. He was stationed at Marine Barracks Washington 8th & I and later deployed to the Pacific Theater with the 1st Marine Division. From April to May of 1945, Roland engaged with the enemy at the Battle of Okinawa for 81 of the 82-day battle.

Later, from Sept. 30, 1945, until Jan. 14, 1946, he participated in actions of the occupation of China. He served the Marine Corps and His Country honorably during WWII for four years and was discharged on Feb. 19, 1946. After returning to Philadelphia, a chance meeting on the E Bus with Gloria Teti led to a marriage of 74 years and two children. Roland has been a dedicated volunteer supporting military and law enforcement causes in the Delaware Valley for many years. A harmonica player since age 8, Roland was often seen playing the harmonica at fundraisers and sporting events. Most recently, he played “God Bless America” during the Barefoot Country Music Festival in Wildwood, NJ.

Passing of Michael J. Carroll
September 20, 1943 ~ November 5, 2021 (age 78)

Michael J Carroll, former Chief of Police for West Goshen Twp., 78, of Millsboro, Delaware and formerly of Chester County, passed away on November 5, 2021. Michael was proceeded in death by his parents Walter J. Carroll, Jr., and Alice R. Carroll. Michael was a devoted and loving husband to his wife of 34 years, Donna Worth Carroll.  He was extremely proud of his children Michael P. Carroll, husband of Adria Carroll, Carrie Olsen, wife of Michael Olsen, Shannon DiFonzo, wife of Gregory DiFonzo, and Daniel Carroll, husband of Megan Carroll. He is also survived by sisters, Nancy Frank, wife of Peter Frank, Susan Moses wife of William Moses and brother William Carroll. One of his greatest joys in life were his twelve grandchildren and two great grandchildren.

Michael graduated from St. James High School in Chester, PA, in 1961. He enlisted in the United States Air Force in 1961. During his tour of duty, he was stationed in Korea twice, and was a member of the U. S. Air Force Presidential Honor Guard, Bolling Air Force Base, Washington, DC. In this capacity he served as a military participant in the funeral of President John F. Kennedy.

Michael began his extensive law enforcement career with the Tredyffrin Township Police Department and continued with the Chester County Detectives and the West Whiteland Township Police Department. Michael ended his career with the West Goshen Township Police Department, as Police Chief from 1988 until 2011. Michael was a graduate of the 109th Session of the FBI National Academy Class. His law enforcement career spanned 45 years.

Michael served as President of several Police Chief Associations, to include the Chester County Chiefs Association, Southeastern Pennsylvania Police Chiefs Association, Pennsylvania Chiefs of Police Association, and the International Association of Chiefs of Police. As President of the IACP Michael was afforded the opportunity to travel the world and meet police officers worldwide. He was extremely proud to serve as a police officer and was dedicated to police officers near and far.

Michael was a passionate golfer and an avid fan of the Notre Dame Fighting Irish football team. He was a true and dedicated friend to many and will be greatly missed.

Relatives and friends are invited to his visitation on Friday November 12, 2021 from 4-8pm at the DellaVecchia, Reilly, Smith & Boyd Funeral Home, Inc. 410 North Church St. West Chester, PA, 610-696-1181 http://www.DellaFH.com. His Funeral Service will be held at 11am on Saturday November 13, 2021 at the Westminster Presbyterian Church, 10 W. Pleasant Grove Road, West Chester and his interment will be private.

Passing of EMIL F. BUCCERONI
October 12, 2021, age 96, a Philadelphia icon, former Philadelphia Policeman, District Attorney Detective, Head of Security for the Food Distribution Center and the Administrator for the Philadelphia Seafood Market.

One of eight children born to Emil and Mary Bucceroni. He was the “go to” son. The husband of the late Mary Bucceroni (nee Salamone), father of Carole Zingarelli and Linda Logue; grandfather of Coni Zingarelli, Anthony Emil Zingarelli, Emily Marchese and Marissa Carballo; great-grandfather to Rocco Zingarelli, Anthony Mateo Zingarelli, Angelina Marchese and Francesca Marchese; father-in-law of Tony Zingarelli.

He was the uncle everyone wished they had. He was always available to his family and friends. No ask was too much for the man everyone knew, loved and respected. He was a World War II veteran who served his country honorably. He became a Philadelphia Policeman after a short career as a plumber at the Frankford Arsenal. He chose the police force because he wanted a stable job so he could provide for his family. He was promoted to District Attorney Detective and served under Victor H. Blanc, James C. Crumlish Jr., Arlen Specter and F. Emmett Fitzpatrick. Upon retiring from the District Attorney’s Office he became the Head of Security for the Food Distribution Center and later, in addition, the Administrator for the Philadelphia Seafood Market. He served in those two positions for forty-one years. He retired at the age of ninety-one.

Emil was a devoted husband to Mary and showed his loving devotion when Mary became ill and was placed in a Nursing Home. He drove to the home every day to have lunch and dinner with his wife, and to talk and spend time with her. As a father he was unmatched. He loved his daughters Carole and Linda and was available to them whenever they needed him. He was a loving grandfather (“Popi”) who took time to be with his grandchildren, especially at his seashore home in Margate, NJ. He was known and loved by his great grandchildren who affectionately called him “Big Popi”.

After Mary’s death he moved back to Philadelphia to live with Carole and Tony for two years before he asked a favor of them. He asked if he could go live in the home he loved in Margate, NJ. It was there that he chose to live the last years of his life.

Passing of retired police Chief Anthony Wojciechowski

It is with great sorrow that we share with you the passing of retired police Chief Anthony Wojciechowski on 9/6/2021.  Chief Wojciechowski dedicated his life to serving the public both in the United States Air Force and 49 years in law enforcement with the Philadelphia Police Department and the Newtown Borough Police Department.  Known as “Chief Wojo”  and “Chief Tony” both in house and in the community, he always made himself available to the public and always had a story to tell.  He often referred to his officers as his “children” and his door was always open for us to come to him with anything, work related or not.  Until we meet again Chief we will continue to serve the community with the dedication that you did and instilled in your “children”.  We send our condolences to his wife and family.


Passing of Superintendent Scott Mahoney

It is with deep regret to notify you of the death of Superintendent Scott Mahoney Chief of Delaware County Park Police. Chief Mahoney passed away on Tuesday May 18th at the age of 48. Chief Mahoney was a 29-year veteran of the Delaware County Park Police, rising through the ranks and was promoted to Chief in 2019. Chief Mahoney became a member of the Police Chiefs Association of Southeastern Pennsylvania in 2019.

On November 16th David Splain, and fellow Executive Board member Chief Ron MacPherson (Upper Southampton) presenting a donation check to Barbara Reilly, the Principal of Our Lady of God Counsel School in Southampton, PA. The check was donated to the school by the Southeast Chiefs in the name of John P. McDonnell, the organization’s longtime Secretary who passed away March 7, 2020.

It is with great saddens to report the passing of our longtime Secretary, John P. McDonnell.

John Patrick McDonnell, of Southampton, PA and previously from the Mayfair section of Philadelphia, passed away on March 7th, 2020 at the age of 80.  He was the beloved husband for 55 years of Lynette (nee Hillis), who she affectionately called “Honey.”  He was the devoted father of John P McDonnell Jr. (Megan); and Lynette Marie Mahon (Edward), and loving “Pop Pop” of Brady and Brendan.  We also can’t forget his best friend Amber; his loyal dog.

John, also fondly known as “Carrot” and “Reds”, leaves behind a large extended family.  He will be greatly missed by his brothers-in-law: Jack Hillis (Pat), and Bob Hillis (Karen); his nieces: Kelly, Chrissy, and Sandy (the late Brian), Laura (Jason), Breanne, Nicole, Ashley, Peggy (Rock); his great nephews and niece: Kylie, Jimmy and Ava; his cousins: Teresa, Martin, Peter, Bernadette and Maisie; his beloved second family the Murrays: Kathleen, Fran, Cookie, Mary, Joey, FX, and their spouses.

John was born in Philadelphia to his parents Francis and Anna. He was a proud alumnus of Northeast Catholic High School (class of 1957). John proudly served our country as a solider in the United States Army, and he spent a long career with the Philadelphia Police Department and served in the original Stakeout Unit.  John was a past- President and current Secretary for the Police Chiefs Association of Southeastern Pennsylvania, and former Vice Chairman of the Police and Fire Credit Union, and a longtime member of Torresdale Swim Club for the past 51 years.
